What actually decides the bar is the roof. Rails standing proud of the roof with a gap you can get a hand under are raised rails. Rails moulded flat to the roof with no gap are flush rails. No rail, but small covered mounting points along the roof edge, means fixed points. A bare roof takes bars that clamp inside the door frames.
